Congress dropped the ball this week when it failed to approve a one-year extension of the the production tax credit (PTC) for wind power. The Senate needed 60 votes to end debate and move to consider the Renewable Energy and Jobs Creation Act of 2008, which included the PTC extension. The vote failed by 10 votes.
